Cloth Physics is hell on earth to mess around with. But that's up to whom wants to use it. Most likely removed also for people who don't know how to mess around with that kind of stuff. :)

Just as a PSA, the ribbon is for display purposes only. if you wanted one, it wouldnt be too difficult to find a rigged object and attach it. I just loved the way it looked during the render so I left it on as an example
